Then reflect on what keywords -- search terms -- will best lead you to useful articles or other kinds of information. Combine the name of the country you're researching with the policy topic/issue and possibly the words "united states." You can also search for the government agency related to the policy and the country you're researching.
You may need to think out broader terms or narrower terms to get to what you're looking for. You may also need to think out or discover synonyms or related concepts as you go forward.
